The Southwest Guaranteed Home Equity Program was created by Illinois statute and approved by voters in 1988. It is a home value protection program for Greater Ashburn, which is defined as Wrightwood and parts of Ashburn and Scottsdale.

Through the program, homeowners will be able to sell their primary Greater Ashburn property at a guaranteed price if they pay Cook County real estate taxes and belong to the program for at least 5 years.

The program is financed by an annual levy on all one- to six-unit residential properties within the home equity district. The levy appears as "SW HOME EQUITY ASSURANCE 1" on the Cook County real estate tax bill. This identifies that homeowners are paying into the program through their taxes.
